Actually, that’s not a design flaw at all- in shopping mall type places here, those vertical glass panels hang from the ceiling from a track- when the stores close up, they’re moved into place to provide a complete wall to close off the store, and they usually fold into a compartment on one side of the entrance during open hours.
I’m not sure why they chose to have so many of the panels out during the day, though.
